The New York Times reported Monday President Donald Trump said, during a White House news briefing, he has total authority to allow two groups of governors to team up and decide when they reopen their states.

Reporters asked Trump if he has any provisions to override states, which want to remain closed, and Trump said, "Numerous provisions," without naming any, according to The New York Times.

National Post reported Gov. Andrew Cuomo of New York announced several states on East coast were coordinate to consider the best strategies for reopening doors and California, Oregon and Washington state announced they planned a similar compact as well.

The potential confusion can be caused if the presidents and governors are unnegotiable for when they resume normal life in the country, according to The New York Times.

Several governors said Monday they did not mean to reopen their states before experts and data showed it guaranteed the safety, The New York Times reported.
